He has, but in Benfica B. Probably in the last year the contract he gets promoted to the first squad, to valorize a bit before being transferred to another league. £€$ talks. This new coach, Lage, has been promoting some young players a bit faster, though.

It's no surprise that the Premier League isn't keen on the FA's proposal to limit the number of non-homegrown players:

The FA sees Brexit as a chance to increase the number of English players in the Premier League, which it says will boost the chances of the national team by exposing more players to the best football. But the Premier League has rejected this view, saying there is “no evidence” it would work.
