Simply put, games legally launched in China need to abide by a set of rules that regulate its content: politically sensitive topics/themes and dissent, gore and ultra-violence, gambling, and depictions of 'vulgarity' are the most obvious elements that can't be present in a game. The official list of 'problematic' content is as long as it is ambiguous. Its interpretation is ultimately the subject of regulators' own criteria, as is the case with many aspects of Chinese law and regulations in general.

Not sure if it falls within the "vulgarity" topic, some years ago the company I worked for was adapting an existing mobile game for the Chinese market. One of the first changes requested by Tencent (who was behind the project) was adding a rather well-endowed female character  (it had nothing to do with the gameplay, it was just a vehicle to show tutorial tips and such - completely gratuitous anime tiddies in your face because why not)
No sig due to budget cuts.

Things at Ubisoft don't seem to be changing much:

The harassment happened again last year, only this time she hoped the company, then in the midst of a very public reckoning with accusations of sexual misconduct and the failure of its workplace culture, might respond differently. But after filing complaints through multiple reporting tools and completing half a dozen interviews with supervisors and HR managers, Valerie never received a resolution to her case. Earlier this year, she decided to resign.

Last month, World of Warcraft removed NPCs that referenced former senior creative director Alex Afrasiabi, who was named in the harassment suit as participating in the infamous “Cosby Suite” incident. Jesse McCree — a former lead designer — was also a part of that incident and for whom Overwatch’s cowboy character was named.

You'd think Ubisoft would be happy enough with people's money than to pour fuel on their own unengaging game design.

I had zero interest in Valhalla after playing the heck out of Odyssey and Origins, so this was surprising:

https://www.eurogamer.net/articles/2021 ... ating-game
Valhalla, which was previously described as having the "biggest launch for any Assassin's Creed game to date", has reached that milestone in under 12 months (its one year anniversary arrives on 10th November), with Ubisoft saying the title has been "outperforming Assassin's Creed Odyssey across the board since its release.

Not content with pivoting to free-to-play games that their audience doesn't want, Ubisoft also want to be one of the "key players" in blockchain gaming according to CEO Yves Guillemot.
