Historically, XFX has been very good to get cards close to reference. I think they went splat about the same time as AMDs marketshare in GPUs, so I can't speak for after they got bought out.

AMD GPU Rumors: Navi 12 ‘Radeon RX 5800 Series’ With 256-bit Bus & Navi 14 ‘Radeon RX 5600 Series’ With 128-bit Bus

There’s a whole bunch of new information for AMD’s upcoming Navi based Radeon RX series that would feature the Navi 12 and Navi 14 GPUs by 3Dcenter. It looks like AMD would have a complete lineup versus the RTX SUPER series and the mainstream GTX cards with their own budget and high end options.

AMD Arcturus Next-Gen GPU Support Added To HWiNFO, Could Be Featured In Radeon Instinct AI/HPC Lineup As Early As 2020

AMD's Navi GPU architecture might be powering their current gaming graphics cards but the red team might also be working on a separate line of GPUs for AI and HPC markets, one that would be replacing the Vega GPU based Radeon Instinct Lineup in 2020.

It might be, but latency and caching is much better on RDNA.

I don't doubt they could scale it up to beat Vega rather easily with some tweaks.

Hell, they practically say as much at page 22.
