The analysis begins mild and ends enthusiastic, concluding that AMD will probably achieve it's plans on the server market and more. Performance is good and value is excellent, specially for the lower end servers, that have no disabled capabilities - i.e., can talk to all 128 PCI-e 4.0 lanes.

This has riled AMD fans, but the issue actually impacts the rankings for all processors, as evidenced by the test result above.
